La nuova Direttiva quadro sui rifiuti, aggiornata nel 2018 come parte del Pacchetto sull&#8217;economia circolare, stabilisce quindi nuovi obiettivi sui rifiuti urbani:<\/p>\n<ul>\n<li>65% in peso per la preparazione per il riutilizzo e il riciclo entro il 2035;<\/li>\n<li>limite del 10% dei rifiuti smaltiti in discarica entro il 2035.<\/li>\n<\/ul>\n<p>Mentre molte aree in Europa sono ancora lontane da questi risultati, numerosi Comuni vantano gi\u00e0 tassi di raccolta differenziata dell&#8217;80-85%. In questi territori il modello di governance utilizzato rappresenta il fattore chiave del successo: si tratta di <strong>approcci incentivanti innovativi, che utilizzano sistemi di tariffazione puntuale (PAYT, da Pay-as-you-throw, paga per quello che butti) per attuare il principio \u201cchi inquina paga\u201d<\/strong>.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section data-particle_enable=\"false\" data-particle-mobile-disabled=\"false\" class=\"elementor-section elementor-top-section elementor-element elementor-element-1701188b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"1701188b\" data-element_type=\"section\" data-e-type=\"section\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-wider\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-25e32470\" data-id=\"25e32470\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-73a3d6d elementor-widget elementor-widget-text-editor\" data-id=\"73a3d6d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Il PAYT si \u00e8 dimostrato uno dei sistemi pi\u00f9 efficaci per aumentare il tasso di riciclo dei rifiuti<\/strong>; nell&#8217;Europa meridionale, per\u00f2, la tariffazione puntuale viene utilizzata solo da pochissimi Comuni. Di fatto, oltre il 90% degli utenti (cittadini e aziende) pagano una tassa sui rifiuti che non corrisponde alla loro effettiva produzione, n\u00e9 ai loro comportamenti: di conseguenza peggiorano i risultati della raccolta differenziata e del riciclo.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-a560c2b\" data-id=\"a560c2b\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap motivi che ostacolano la diffusione dei sistemi PAYT sono diversi: mancanza di indicazioni normative chiare; carenza di risorse sia economiche che professionali adeguate, necessarie per implementare i sistemi di tariffazione puntuale e gestire la grande quantit\u00e0 di dati ad essi collegati; incertezza economica; scarsa conoscenza delle tecnologie per realizzare il passaggio ai sistemi PAYT; incertezza sulla risposta degli utenti del servizio rifiuti.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section REthinkWASTE, che ha ricevuto un finanziamento dal Programma LIFE dell&#8217;Unione Europea, viene realizzato nel periodo 2019-2022 con il principale obiettivo di dotare le autorit\u00e0 locali di un <strong>modello di governance &#8220;chiavi in mano&#8221; basato sul sistema PAYT (Pay-as-you-throw \u2013 paga per quello che butti) e sul KAYT (Know-as-you-throw, conosci quello che butti)<\/strong>.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section data-particle_enable=\"false\" data-particle-mobile-disabled=\"false\" class=\"elementor-section alla persuasione degli utenti, che utilizza i big data e applica il concetto del \u201cnudge\u201d (pungolo, stimolo) per spronare cittadini e aziende che producono rifiuti fornendo regolarmente agli utenti informazioni personalizzate e dettagliate, combinando strumenti tecnologici, incontri one-to-one e bonus economici e\/o aumentare il tasso di recupero dei rifiuti, riducendo contemporaneamente gli importi delle tariffe medie delle famiglie.<\/strong><\/p>\n<p><strong><span style=\"color: #2ab3a8; font-size: 17px;\">Ambizioso, vero?<\/span><\/strong><br \/>\nAbbiamo un piano per riuscirci: crediamo che questo obiettivo sia raggiungibile ripensando i piani di gestione dei rifiuti e altri driver gestionali\/normativi (come regolamenti, piani finanziari e contratti di in sette aree pilota (Comune di Bassano del Grappa (VA), in Veneto, gestito dalla societ\u00e0 pubblica Etra S.p.A.; Comune di Bitetto (BA), in Puglia; Comune di Varese, in Lombardia; Comuni di Sant Just Desvern, Santa Elul\u00e0lia de Ron\u00e7ana, Cardedeu ed El Brull, in Catalogna, Spagna) affiancandolo all\u2019approccio PAYT;<\/p>\n<p>\u2022 incorporare il paradigma PAYT-KAYT nei regolamenti comunali di gestione dei rifiuti delle quattro aree pilota al fine di: (a) ridurre la quantit\u00e0 annuale di rifiuti indifferenziati prodotta e (b) aumentare il differenziale tariffario fra i cittadini virtuosi e quelli non virtuosi, migliorando cos\u00ec l&#8217;equit\u00e0 della tariffa del servizio;<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-cb0e23f\" data-id=\"cb0e23f\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div consentiranno alle aree pilota di valutare l&#8217;impronta ambientale della nuova regolazione dei rifiuti integrata con il paradigma PAYT-KAYT;<\/p>\n<p>\u2022 fornire a circa 230 Comuni della UE strategie personalizzabili sui rifiuti, schemi di servizio e business plan per favorire un cambiamento di mentalit\u00e0 tra i decisori politici e i funzionari. Un cambiamento che permetter\u00e0 il passaggio da un sistema tariffario tradizionale a uno variabile (PAYT), combinato con un approccio pionieristico di informazione e persuasione (KAYT).<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section Veneto: i suoi clienti per i servizi di gestione dei rifiuti sono 64 Comuni delle province di Padova e Vicenza (in tutto oltre 500.000 abitanti). Grazie a soluzioni innovative, alla gestione dell&#8217;intera filiera e ad un forte impegno nella comunicazione verso tutti gli stakeholder, Etra \u00e8 in grado di raggiungere ottimi risultati in termini di recupero e riciclo. L\u2019azienda ha introdotto il sistema PAYT sin dal 2006; attualmente i Comuni che applicano tale sistema sono 43, con ottimi risultati in termini di raccolta differenziata (in media oltre il 76% nel Alla fine del 2016 l\u2019azienda che gestisce il servizio rifiuti di Bitetto ha implementato un sistema basato sulla tecnologia RFID per la misurazione puntuale delle quantit\u00e0 di rifiuti conferiti: ci\u00f2 nel 2019 ha consentito di raggiungere l\u2019incredibile risultato del 78% di raccolta differenziata.<br \/>\nA dicembre 2019 il Comune ha approvato un nuovo regolamento rifiuti che prevede un sistema PAYT-KAYT. Il principale obiettivo del Comune ora \u00e8 di sperimentare l\u2019approccio \u201cconosci quello che butti (\u201cKnow-as-you-throw\u201d -KAYT) e di integrarlo con la tariffazione puntuale gi\u00e0 in uso, per migliorare le gi\u00e0 notevoli performance del servizio in termini di percentuale di raccolta differenziata e per rendere i cittadini consapevoli del modello sensibilizzazione riguardo il problema degli sprechi alimentari e sulla corretta conservazione degli alimenti.<br \/>\nIl progetto si concentra su questi ambiti principali: FORMAZIONE ED EDUCAZIONE, progetto LIFE (2016-2023) che promuove l&#8217;uso efficiente dei flussi di materiali, la prevenzione dei rifiuti e nuovi concetti di gestione dei rifiuti e delle risorse. Le azioni previste contribuiscono ad attuare il piano nazionale di gestione dei rifiuti e a indirizzare la Finlandia verso un&#8217;economia circolare. CIRCWASTE coinvolge 20 partner e 10 organizzazioni di finanziamento. Il progetto \u00e8 coordinato dall&#8217;Istituto finlandese per l&#8217;ambiente.<\/p>\n<p>Il progetto ha promosso quasi 20 progetti pilota per migliorare l&#8217;efficienza delle risorse: azioni che portano risultati concreti, come la diminuzione della quantit\u00e0 di rifiuti o dei flussi di materiali usati, la creazione di nuove attrezzature o di sistemi di gestione intelligenti e la creazione di nuove pratiche e strategie.<\/p>\n<p>Inoltre, il progetto intende catalizzare gli stakeholder regionali coinvolgendoli in gruppi di cooperazione per attuare il piano nazionale di gestione dei rifiuti a livello regionale.<\/p>\n<p>Infine, l&#8217;offerta della consulenza di esperti sull&#8217;economia circolare, per fornire servizi e diffondere informazioni sulle migliori pratiche, compreso PRINT di Cipro ha l&#8217;obiettivo di sensibilizzare l&#8217;opinione pubblica sul problema dello spreco alimentare sia nel settore dell&#8217;ospitalit\u00e0 che tra i consumatori.<br \/>\nLe azioni del progetto sono mirate a diffondere soluzioni e pratiche sostenibili per prevenire e ridurre gli sprechi alimentari. Inoltre, attraverso la formazione di professionisti e studenti dell&#8217;industria alimentare e dell&#8217;ospitalit\u00e0, sono state promosse pratiche sostenibili per la riduzione e la prevenzione degli sprechi alimentari.<br \/>\nInoltre, il progetto ha sostenuto la collaborazione tra gli attori della filiera alimentare e l&#8217;assistenza sociale per donare il cibo avanzato.
