Bassano del Grappa is located in the North-East of the Italian peninsula, in the heart of the Veneto region, on the border between the provinces of Vicenza, Padua and Treviso, near the Veneto Prealps (Asiago plateau and Monte Grappa). In Bassano del Grappa PAYT is partially implemented and BIGDATA is by now used only for that purpose. ETRA will perform advanced statistics on this data set and use it to optimize its waste collection services. Besides this, ETRA will expand the adoption and the intensity of application of PAYT, introducing stronger criteria to reward citizen’s good behaviour. PAYT will be integrated with KAYT: it will be tested in a portion of Bassano del Grappa Municipality (the collection Area D) in order to raise citizens awareness about their daily-basis waste generation, especially to manage situations like “zero generators”, anomalous data, behaviour over time.
• A first engagement letter sent by ETRA and Bassano del Grappa Municipality to the citizens of the pilot area: the letter will contain a description of the project “Riciclo e vinco!” (recycle and win!) and an invitation to apply to KAYT sending the mobile number to the platfrom provided by the REthinkWASTE project.
• A messaging system: to each domestic users will be assigned a univoque code to be recognized by the platform. The mobile phone numbers collected will be used for sending messaging about personal behaviour on waste and to inform about various issues like for example proper waste differentiation rules, achievement of the whole pilot area, etc.
• The engagment of the local shops in the rewarding system: collection of the participation of local shops to be part of the project and therefore make themselves available to get the vouchers that will be drawn at the end of the pilot phase.
• Final draw for participating users: the users that that will be registered until the end of experimentation and will have interacted at least once a week with the messages that they will receive, will participate in the draw of vouchers to spend in affiliated shops or will donate them to a local association.

The main objectives of the Municipality are:

The Municipality of Cardedeu is currently working on the implementation of a new door-to-door waste collection model. This action aims to increase the municipal waste collection rates by encouraging people to behave better and be responsible for the waste they generate. For the management and monitoring of the new service, bins and containers with RFID tags will be distributed to citizens and companies, which will allow to collect production data. These data will be used to evaluate the waste service, and, at the same time, to raise citizens awareness. This last objective will begin to be pursued with the implementation of the KAYT approach before the implementation of the new model, through a scheme of transmission of generic and targeted information messages, involving the public in the improvement of separate collection and in the new door-to door system.
Finally, in the medium-long term, the municipality of Cardedeu is willing to introduce a PAYT scheme by exploiting the data produced by the new waste management model in order to apply the “polluter pays” principle (early 2024).
The KAYT system will be tested in the districts of l’Estalvi and Poble Sec shortly before the implementation of the new waste collection model, based on door-to-door collection with user identification. The goal, therefore, is to ensure that KAYT supports and accompanies this change in the collection model. The main actions to be carried out are the following:
• A first engagement letter sent by the Cardedeu City Council to the citizens of the l’Estalvi and Poble Sec districts, where the pilot test will be applied. The letter will contain a basic description of the LIFE REthinkWASTE project and an invitation to join the KAYT by giving their mobile number. Here the strategy to catch the attention and interest of citizens will be to offer them gifts for signing up and the possibility to gain some prizes at the end of the pilot test to reward their participation.
• A messaging system: The mobile numbers of domestic users who have voluntarily agreed to participate in the testing of KAYT will be collected and used to send them both messages on general behavior regarding waste management and messages for “families” of users who are in the same collection areas.
• Monitoring of the KAYT approach: The follow-up will consist of an analysis of the participation and visual inspections of the different areas where the waste that remains within the scope of the project is deposited.
• Mid-long term vision: Last but not least, the Municipality of Cardedeu plans to introduce the PAYT approach around the beginning of 2024. It will be necessary, then, to evaluate the possibility of accompanying the new PAYT model with a possible new KAYT if, in this or other Municipalities, it has been shown that KAYT allows better results on waste generation.
El Brull, which belongs to Osona county (Catalonia, Spain), is a rural municipality with an area of 41.08 km2 and a population of 258 inhabitants as of January 1st, 2021.
Its delimitation goes from the centre of the plain of Vic to one of the highest peaks of the mountain range, Matagalls, in the heart of Montseny Natural Park. El Brull has 3 different populated areas: El Brull, Sant Jaume de Viladrover and Sant Cristòfol de la Castanya. And now we can add another, the housing development area of L’Estanyol, which has emerged in the last decade, and it’s located between El Brull and Sant Jaume de Viladrover, behind the golf course.
Much of the area belongs to Montseny Natural Park, of which Brull is one of the main gateways through the BV-5301 road from Seva to Palautordera that crosses the Montseny via Collformic.

The objectives of the KAYT approach experimentation are the following:

To promote the participation of the residents of El Brull, different gifts will be offered for participation and success.
• A messaging system: For all citizens who have voluntarily agreed to participate in the KAYT project, their mobile number will be used to send them informative messages and surveys related to waste collection. Users can win a home composter and various gifts related to the local economy.
• By monitoring the waste model, the technical services will be able to realise if by using the KAYT project there is an improvement in waste management and if the project helps the citizens of El Brull to improve their waste collection. It will also be useful to have direct feedback from residents and the waste collection technical service carried out through the Mancomunitat la Plana.
Sant Just Desvern is a town located near Barcelona, in the comarca of the Baix Llobregat (Catalonia, Spain). Sant Just Desvern has a population of 18.670 inhabitants and it is member of the Barcelona Metropolitan Area, which includes 36 municipalities with a population of over 3.3 million.
The area of Sant Just Desvern is about 7.8 km², half of it being part of the Collserola Natural Park, a protected natural area. The difference in altitude between the highest and the lowest locations is about 400 meters, which translates into a complex terrain and steep streets, especially in the areas that border with Collserola. Half of Sant Just’s population lives in detached houses, mainly located in the outskirts, while the town center features residential buildings.
There are two industrial parks located in the southern part of the town. The most important industries are chemical-pharmaceutical, perfume-making, machinery manufacturing, electrical equipment manufacturing and precision instruments. Services also play an important role in the town’s business structure, mainly due to Sant Just’s strategic location close to Barcelona and transport infrastructures, such as the airport.

The users can gain eco-points by interacting with the messaging system and also according to their habits in relation to the new separate collection system.

Read MoreSanta Eulàlia de Ronçana is a municipality of 14 km2 and about 7.400 inhabitants located at the west side of Vallès Oriental region, in the Tenes river basin, in the middle course of this tributary of the Besòs. Hills, valleys and small plains are the elements that characterize our geography. In Santa Eulàlia, above all, we can find many streams: today we can count up to ten (Rector’s stream, Areny stream or Can Font stream, among others). All of them carry their waters to the river Tenes, that runs longitudinally by the Eastern part of the town.
Santa Eulàlia has never had an urban nucleus. For many years the population has lived scattered among the plains, mountains and streams. The old, isolated farmhouses collected and protected the men and women who lived there. For hundreds of years, people identified themselves first with respect to the house where their children were, and then with respect to the church where they celebrated the most important events of their lives.
Before the sixties there were some small urban centres, or at least groups of houses, which leaded to the traditional neighbourhoods of Santa Eulàlia: Rieral, La Sagrera, Sant Cristòfol, Serrat, Serra, Vall or Bonaire. The first residential houses were built in the 1930s, when some families from Barcelona fell in love with these places. The real transformation of our municipality took place almost forty years ago. During a period of economic euphoria, began the construction of residential houses and villas near the river Tenes, and shortly afterwards the first urbanisations started to appear, such as Sant Isidre or Can Sabater. Nowadays we have more than twenty of them.
Today Santa Eulàlia is a residential town, with some isolated farms; many inhabitants work in nearby cities. There is a little industrial area that holds 100 enterprises and in the centre of the town one can find all needed services (shops, schools, restaurants, etc).

The municipality of Santa Eulàlia de Ronçana has been working since 2018 to change the inhabitant’s behaviour relating to waste disposal. Before 2018, people were used to throw everything into the street containers and the results were not very satisfactory. In 2018, with the implementation of door-to-door collection system, the behaviour was much better, but there are still some problems to solve:
The objectives of the test are related to these problems. We aim to convince people not participating to door-to-door collection that it is worth to do so, and also that it’s easy and it will be cheaper for them in the short term, when a PAYT will be implemented (we are working on it: it will be implemented in 2022).
The KAYT system will be implemented in the whole municipality of Santa Eulàlia de Ronçana. The main actions that will take place are:
• A first engagement letter sent by the city council of Santa Eulàlia de Ronçana to the citizens of the municipality: The letter will contain a basic description of the LIFE REthinkWASTE project and the invitation to participate to KAYT by giving their mobile number. • A messaging system: For all those domestic users who voluntarily have accepted to participate in the KAYT approach, their mobile numbers will be collect and used for sending messaging about personal behaviour on waste. In order to do that, the data produced by the waste collection system will be crucial to get the necessary information to assess citizen’s participation and thus, to properly inform them.
• The engagement of the local shops in the rewarding system: This action is aimed at involving local shops and businesses in the waste management model, and of course, to give them more visibility and promoting local commerce across the citizens of the town. • an improvement in the quality of differentiated waste, because beyond the % of separate collection, the % of impurities that must be monitored also count;
• to increase the culture of recycling by making citizens interact with the messaging platform;
• to raise the awareness of Pay-as-you-throw through the Know-as-you-throw approach.
• a first engagement letter sent by the Municipality of Bitetto to citizens: the letter will contain a description of the project and an invitation to participate in the KAYT model. Interested citizens will confirm their participation by sending their mobile number to the platform provided by the project;
• the engagement of local shops in order to obtain vouchers for citizens willing to participate in the KAYT model: local shops will be asked to promote vouchers for participating citizens in order to increase the number of vouchers to be spent for the activities in respect to the project budget;

Read MoreVarese is located in the north-west of the Italian peninsula, in the northern area of Lombardia region, and it is the administrative capital of the homonymous province. Much of the vast municipal area lies on medium and high-altitude reliefs and in small valleys, with an altitude excursion of over 900 meters. The average altitude is 382 meters above the sea level, while the total area of the municipality is 54.84 square kilometres. The Municipality intention is to introduce PAYT within a couple of years; before that, the idea is to test the KAYT approach in order to see the potential results gained through an intensive communication campaign.
The most interesting goal and indicators are the followings: behavioral change through economic vouchers and through the sole punctual information campaign; number of citizens engaged with the first letter during the implementation phase (i.e. number of mobile phones gathered); economic value of co-financing by local shops; number of citizens becoming eco-coaches; separate collection improvement in a specific buildings after live meetings and after messaging campaign with and without vouchers.
• A first engagement letter sent by Varese Municipality to the citizens of the pilot area (Districts of Bustecche and San Carlo): the letter will contain a description of the project “Riciclo e vinco! (recycle and win!) and the invitation to apply to KAYT sending the mobile number to the platform provided by the REthinkWASTE project.
• A messaging system: to each domestic users will be assigned a univoque code to be recognized by the platform. The mobile phone numbers collected will be used for sending messaging about personal behaviour on waste and to inform about various issues like for example proper waste differentiation rules, achievement of the whole pilot area, etc.
• The engagment of the local shops in the rewarding system: collection of the participation of local shops to be part of the project and therefore make themselves available to get the vouchers that will be drawn at the end of the pilot phase. Local shops will be asked to co-finance the vouchers for citizens in order to have a bigger amount of voucher to be spent for the activities comparing to the project budget.
• The mobilization of residents in social housing area by a local NGO: the goal is to collect more mobile phone numbers and involve into KAYT activities also elderly and more emarginated people.
• Eco-coaches: they will be in charge of the information activities in the pilot area, to organize some meetings with citizens to check with them the quality of separate collection in their building and to manage the messaging platform adapting the style and the number of messages.
• Assignment of eco-points and vouchers: the users will be awarded with ecopoints if they will participate to the project, in particular giving their mobile phone number, participating to personal and collective meetings organized by the eco-coaches, involving other people in the project, improving their behaviour on waste management during the project, being available to become themselves eco-coachers for the maintenance of the good habits learnt during the project. By reaching a certain number of eco-points, citizens will get a voucher to be spent in the local shops engaged.

The Municipality of Cardedeu is currently working on the implementation of a new door-to-door waste collection model. This action aims to increase the municipal waste collection rates by encouraging people to behave better and be responsible for the waste they generate. For the management and monitoring of the new service, bins and containers with RFID tags will be distributed to citizens and companies, which will allow to collect production data. These data will be used to evaluate the waste service, and, at the same time, to raise citizens awareness. This last objective will begin to be pursued with the implementation of the KAYT approach before the implementation of the new model, through a scheme of transmission of generic and targeted information messages, involving the public in the improvement of separate collection and in the new door-to door system.
Finally, in the medium-long term, the municipality of Cardedeu is willing to introduce a PAYT scheme by exploiting the data produced by the new waste management model in order to apply the “polluter pays” principle (early 2024).
The KAYT system will be tested in the districts of l’Estalvi and Poble Sec shortly before the implementation of the new waste collection model, based on door-to-door collection with user identification. The goal, therefore, is to ensure that KAYT supports and accompanies this change in the collection model. The main actions to be carried out are the following:
• A first engagement letter sent by the Cardedeu City Council to the citizens of the l’Estalvi and Poble Sec districts, where the pilot test will be applied. The letter will contain a basic description of the LIFE REthinkWASTE project and an invitation to join the KAYT by giving their mobile number. Here the strategy to catch the attention and interest of citizens will be to offer them gifts for signing up and the possibility to gain some prizes at the end of the pilot test to reward their participation.
• A messaging system: The mobile numbers of domestic users who have voluntarily agreed to participate in the testing of KAYT will be collected and used to send them both messages on general behavior regarding waste management and messages for “families” of users who are in the same collection areas.
• Monitoring of the KAYT approach: The follow-up will consist of an analysis of the participation and visual inspections of the different areas where the waste that remains within the scope of the project is deposited.
• Mid-long term vision: Last but not least, the Municipality of Cardedeu plans to introduce the PAYT approach around the beginning of 2024. It will be necessary, then, to evaluate the possibility of accompanying the new PAYT model with a possible new KAYT if, in this or other Municipalities, it has been shown that KAYT allows better results on waste generation.
El Brull, which belongs to Osona county (Catalonia, Spain), is a rural municipality with an area of 41.08 km2 and a population of 258 inhabitants as of January 1st, 2021.
Its delimitation goes from the centre of the plain of Vic to one of the highest peaks of the mountain range, Matagalls, in the heart of Montseny Natural Park. El Brull has 3 different populated areas: El Brull, Sant Jaume de Viladrover and Sant Cristòfol de la Castanya. And now we can add another, the housing development area of L’Estanyol, which has emerged in the last decade, and it’s located between El Brull and Sant Jaume de Viladrover, behind the golf course.
Much of the area belongs to Montseny Natural Park, of which Brull is one of the main gateways through the BV-5301 road from Seva to Palautordera that crosses the Montseny via Collformic.

The objectives of the KAYT approach experimentation are the following:
The KAYT system will be tested in all El Brull area. The main actions to be carried out are the following:
• A first contact letter sent by the city council of El Brull to the citizens of the municipality: the letter will inform about the LIFE-REthinkWASTE project and invite people to participate. To promote the participation of the residents of El Brull, different gifts will be offered for participation and success.
• A messaging system: For all citizens who have voluntarily agreed to participate in the KAYT project, their mobile number will be used to send them informative messages and surveys related to waste collection. Users can win a home composter and various gifts related to the local economy.
• By monitoring the waste model, the technical services will be able to realise if by using the KAYT project there is an improvement in waste management and if the project helps the citizens of El Brull to improve their waste collection. It will also be useful to have direct feedback from residents and the waste collection technical service carried out through the Mancomunitat la Plana.
Sant Just Desvern is a town located near Barcelona, in the comarca of the Baix Llobregat (Catalonia, Spain). Sant Just Desvern has a population of 18.670 inhabitants and it is member of the Barcelona Metropolitan Area, which includes 36 municipalities with a population of over 3.3 million.
The area of Sant Just Desvern is about 7.8 km², half of it being part of the Collserola Natural Park, a protected natural area. The difference in altitude between the highest and the lowest locations is about 400 meters, which translates into a complex terrain and steep streets, especially in the areas that border with Collserola. Half of Sant Just’s population lives in detached houses, mainly located in the outskirts, while the town center features residential buildings.
There are two industrial parks located in the southern part of the town. The most important industries are chemical-pharmaceutical, perfume-making, machinery manufacturing, electrical equipment manufacturing and precision instruments. Services also play an important role in the town’s business structure, mainly due to Sant Just’s strategic location close to Barcelona and transport infrastructures, such as the airport.

These eco-points will enable the participants to access to some prizes by drawing.
• A messaging system: for all those domestic users who have voluntarily accepted to participate in the KAYT test, their mobile numbers will be collected and used for sending messaging about personal behaviour on waste. In order to do that, the data produced by the new waste model will be crucial to get the necessary information to assess citizen’s participation and thus, to properly inform them.
• A rewarding system based on eco-points for accessing prize draws. More eco-points more possibilities to gain prizes and sustainable gifts in local shops and businesses. The users can gain eco-points by interacting with the messaging system and also according to their habits in relation to the new separate collection system.
• Monitoring of the new waste model and the KAYT approach: the monitoring of both systems will be a core action in order to make the necessary adjusts according to citizen’s needs. The data produced by the waste management model will be used for the KAYT approach, sending feedback to citizens and helping them to increase their performance. The better they will do, the more rewards they will achieve.
• Mid-long term vision: last but not least, the municipality of Sant Just Desvern plans to introduce the PAYT approach towards to the end of the LIFE-REthinkWASTE project (end of 2022), applying the polluters-pay-principle.

Read MoreSanta Eulàlia de Ronçana is a municipality of 14 km2 and about 7.400 inhabitants located at the west side of Vallès Oriental region, in the Tenes river basin, in the middle course of this tributary of the Besòs. Hills, valleys and small plains are the elements that characterize our geography. In Santa Eulàlia, above all, we can find many streams: today we can count up to ten (Rector’s stream, Areny stream or Can Font stream, among others). All of them carry their waters to the river Tenes, that runs longitudinally by the Eastern part of the town.
Santa Eulàlia has never had an urban nucleus. For many years the population has lived scattered among the plains, mountains and streams. The old, isolated farmhouses collected and protected the men and women who lived there. For hundreds of years, people identified themselves first with respect to the house where their children were, and then with respect to the church where they celebrated the most important events of their lives.
Before the sixties there were some small urban centres, or at least groups of houses, which leaded to the traditional neighbourhoods of Santa Eulàlia: Rieral, La Sagrera, Sant Cristòfol, Serrat, Serra, Vall or Bonaire. The first residential houses were built in the 1930s, when some families from Barcelona fell in love with these places. The real transformation of our municipality took place almost forty years ago. During a period of economic euphoria, began the construction of residential houses and villas near the river Tenes, and shortly afterwards the first urbanisations started to appear, such as Sant Isidre or Can Sabater. Nowadays we have more than twenty of them.
Today Santa Eulàlia is a residential town, with some isolated farms; many inhabitants work in nearby cities. There is a little industrial area that holds 100 enterprises and in the centre of the town one can find all needed services (shops, schools, restaurants, etc).

The municipality of Santa Eulàlia de Ronçana has been working since 2018 to change the inhabitant’s behaviour relating to waste disposal. Before 2018, people were used to throw everything into the street containers and the results were not very satisfactory. In 2018, with the implementation of door-to-door collection system, the behaviour was much better, but there are still some problems to solve:
The objectives of the test are related to these problems. We aim to convince people not participating to door-to-door collection that it is worth to do so, and also that it’s easy and it will be cheaper for them in the short term, when a PAYT will be implemented (we are working on it: it will be implemented in 2022).
The KAYT system will be implemented in the whole municipality of Santa Eulàlia de Ronçana. The main actions that will take place are:
• A first engagement letter sent by the city council of Santa Eulàlia de Ronçana to the citizens of the municipality: The letter will contain a basic description of the LIFE REthinkWASTE project and the invitation to participate to KAYT by giving their mobile number. Here the strategy to catch the attention and interest of citizens will be to offer them some voucher discounts to be spent in local shops and businesses.
• A messaging system: For all those domestic users who voluntarily have accepted to participate in the KAYT approach, their mobile numbers will be collect and used for sending messaging about personal behaviour on waste. In order to do that, the data produced by the waste collection system will be crucial to get the necessary information to assess citizen’s participation and thus, to properly inform them.
• The engagement of the local shops in the rewarding system: This action is aimed at involving local shops and businesses in the waste management model, and of course, to give them more visibility and promoting local commerce across the citizens of the town. Therefore, the municipality will work to get a network of collaborator businesses in order to establish the rewarding system.
• Monitoring of the waste model and the KAYT approach: The monitoring of both systems will be core actions in order to make the necessary adjusts according to citizen’s needs. The data produced by the waste management model will be used for the KAYT approach, sending feedback to citizens and helping them to increase their performance. The better they do, more rewarding they will achieve.
• Mid-long term vision: Last but not least, the municipality plans to introduce the PAYT approach by the end of 2022, applying the “polluters pay principle”.
